Boot camp is actually designed to handle that problem.
When I was there (all those years ago) we had a kid who couldn't do 3 sit-ups, most pathetic thing I'd ever seen.

I find that giving draftees 1000 calories of greasy, pasty, dried out mass produced chow hall food and involving them in daily 10 mile forced marches does wonders for their physical fitness. So bootcamp goes from 6 weeks to 6 months. No biggie.

There were lots of overweight people at basic and even the ones that were in shape still got the shit kicked out of them in the beginning. I was below the weight requirement so I actually had to gain almost 10 pounds just to GET IN. That plus being 5 ft tall - I probably had a harder time than the fatties.

Yup - they have a special "Fat Body" diet and they force them to wear a marked shirt so they can't cheat. Jarhead boot camp is currently 13 weeks followed immediately by advanced infantry training (more boot camp).
The system is well thought out and extremely effective.

Not only that but if you can't do the required amount of push ups, mile run, pulls ups, etc then they place you in a group with others and work you out until you can, so basically you are in fat camp and held back until you can get your shit together. Basic is 9 weeks (not including the 1-2 weeks processing period) and so you could be there longer. In the Army anyway.
I remember this one guy snuck back crackers and peanut butter to the barracks. It was great since we all paid for it.
