What we really need, to reduce paperwork, is what i call 'STOW'. Of course this means, Super Tragedy of the Week.
It could be terrorism, bird flu, hurricanes, halitosis, etc... whatever tragedy the vultures are using that week to manipulate the masses.
You can even include tragedies we haven't even thought of yet.

$35 bucks here, $35 bucks there, at least they are building something with it instead of just pumping it out the door on EBT Cards or price support for their buddies business.

Why do any of the above? Locks on the doors didn't help in Newtown - he just shot through them. Armed guards didn't help in Colombine, they still shot up the place. Let's not allow paranoia to convince us to waste money on measures already proven fruitless. Yes the programs you identified are repulsive but that doesn't make this expenditure any less stupid.
Moreover the industries and individuals rushing in to make a buck off of these tragedies are just fucking disgusting; they are basically trying to sell Band-Aids to an antelope who is being eaten by rabid dogs.

I really is a common human feature, the "Need To Do Something"TM no matter how futile or misdirected. I guess it's the old fight-or-flight that's locked in our lizard brains.
