Ironically, I think the military spent just about that amount to demonstrate that shooting cats in the head [metal projectile, hypothetically done to explore traumatic brain injury in humans] caused them to (A) Stop breathing; and then (B) Die. I noted, for a remarkable bit of justification, that they didn't explain why it failed to cause them to "die and THEN stop breathing" or, moreover, why this result was not better predicted among the possible outcomes of the treatment as described.
