That's a Russian 4D sniper reticle and those are American Army Rangers in and on the tower.
I'm an old peacenik Cold Warrior. So it's fun for me to see the two bullies from the block playing like this...

I was out of the European theater by 1990, but yeah, I know it's been happening for a long time. It's just that every now and then I see an image like that and it sounds a gong somewhere at the reflex level.
