I stopped 17 years ago, but I think this is stupid, truly stupid. I used to enjoy nothing better than going to the local with a few of the lads a couple of pints, smoke a bit, and that is gone as well. argh...

Its chairman, Professor Julian Le Grand, told BBC Radio 5 Live the scheme would make a big difference to the number of people giving up smoking. He said it was the inconvenience of getting a permit - as much as the cost - that would deter people from persisting with the smoking habit.
Oh yeah. Having to fill out a permit form is just the thing to break a chemical addiction. I'm surprised they haven't tried this with heroin yet. This has nothing to do with shaking down smokers with more taxes.
