I think y'all expect a sort of subjective remark produced by this magical means. Presuming such a function actually existed, there'd be no way of knowing how a particular video snippet was intended. The same video can mean half a dozen different things, depending on context and who's doing the linking.
Still, I've found that linked YouTube vids mean one of the following, in descending order: Fuck you. Understand me. Understand my cause but not me. I expect you to understand nothing. I am posting this not to fuck with you, or to be understood by you, but because it has some relevance to me at this moment. Good luck trying to figure it out.

The only thing dumber and more useless than a YouTube video is the comments posted to it. I still don't get the joke of it, but now that Dhal has elected to chime in, I don't care anymore.
